El submarino, como arma de guerra útil, apareció a principios del siglo XIX. Pese a que eran poco fiables, ya eran útiles para auténticas batallas navales. Pronto se vería que iban a ser un arma que tendría un prometedor futuro si se desarrollaba plenamente. En época de Repúblicas por la provincia de Granada, los Gobiernos locales contaban con un abanico de disposiciones legales para regular las diferentes cuestiones rurales que resultaban vitales, pero las prácticas caciquiles ostentaban una influencia tremenda.
